The Library is a department of the City of Muscatine. A total of nine trustees set library policy: eight appointed by the Mayor and approved by the City Council, and one resident of the county (non-City of Muscatine resident) appointed by the Mayor and approved by the County Board of Supervisors.
The Board of Trustees members are appointed for staggered 6 year terms with the option of applying for a second consecutive 6-year term.
The Library Board meets on the 3rd Wednesday of every month at 4:30pm in Room #104 at the Musser Public Library.
